In the scenario you describe it can only decrease gas flow. You'd have to open the barrel gas port to increase flow. On my two AR10 .308's, only my 16" setup showed a slight improvement using an adjustable gas block to ease recoil a bit on the mid-length system in that rifle. My 20" with rifle gas is just fine with a plain block.

By itself, it cannot increase gas flow. But an adjustable block gives the option of then opening the gas port larger, and using the adjustability to deliver the amount of gas desired or required.

The gas port is where the first flow path is located and controlled. An adjustable block can't open that any larger. |

There's a saying in Oklahoma that if you want gas you have to,"Drill baby drill!!" Same thing on any AR. Nothing above that port can increase the flow.
