I have noticed that there appears to be round hand-guard caps that are an unbroken circle and others that have notches cut out of them. Why is that? When I was looking at one that was an unbroken circle at Brownells 231-000-124WB the description said "post  ban." What ban are they talking about? If the liberals don't want me to have something that makes me want it.

The notches are for the M203 mount.  If you don't plan on mounting an M203, then the full rounds will work fine.
