Those rails were originally designed for the POF piston rifles, and I believe that the rail had to be that height to clear the op-rod assembly, though it's been a while since I've examined one in detail.
Besides that, the monolithic upper rail will provide some rigidity and stability, particularly if you're the type inclined to "bridge" optics between the receiver and the handguard.
Meanwhile, FWIW, some people prefer taller sights, and BUIS are not as necessary on a combat rifle as some folks like to make them out to be.
If nothing else, with a taller rail like that, if you want to run BUIS, you could either run shorter BUIS like those designed for the HK416, or you could use normal BUIS, and simply accept that your head will be a little taller should you ever need to use them - but you'd still be able to use them effectively.
The only real issue you'd run into is if you were trying to use it with a fixed, barrel mounted FSB, as I'm not sure what rear sights might be compatible - at the same time, you could still use the fixed front to shoot off of for close range/non-precision engagements, and/or use an RDS as an ad hoc rear aperture.
