Noveski or Kreiger come first to mind.
Maybe a handful of others equal or close.

I've seen POF barrels perform near miracles.

Kreiger

actually there is a ADS barrel in the EE ... maybe it was 24" though... If money was no object I would buy that.

I've watched RRA barrels shoot stupid small groups.

Otherwise uppers with barrels by compass lake and kreiger have been amazing too.
Its not the guy that walks in with a gun and says he is going to start shooting that you have to worry about.
Its the guy that just walks in and just starts shooting.

I once owned a RRA 20" 1/8 stainless bull barrel made by Wilson. With quality ammo it was among the most accurate rifles I've ever fired.

This is an example of what is possible with 3 shots when I do my part with my wilson barrel. Average 5-shot groups with hand loads are always 1" when taking shooter error into account. I do not have experience with the higher end stuff, but this RRA Predator Pursuit is better than I am.

I know there are many reports of poor quiality with Olympics Arms but I have never seen one that wasn't exceptionally accurate.
I at least use their barrels. My two Oly ultramatch uppers are crazy accurate.
