Anyone making a .223 AR 15 around 5 pounds or less?
I am going to use it as a 'pickup cab' gun for quick shots at prairie dogs.
Budget is less than $1000.

5lbs is difficult, and expensive.

6 though... you can check out 51 pages of LW Builds right here on Arfcom.

OK, how about 5.5 lbs.
I really don't want to build one.

Get your check book out because LW builds are expensive.  And I don't know of anyone that makes a LW build in the specs you're looking for.

A Enhanced Light Weight Fluted 14.5' BCM upper with KMR might be your best bet, get a complete lower with an MFT minimalist stock or a BCM gunfighter.

A guy recently posted his lightweight build's poundage and weight: as I recall, it worked out to $46+ per ounce. Go big, or go home.

If it is going to be a truck gun, I'm not sure why it would need to be light, but to each their own.

Call Vertex Ops in Phoenix. It ain't going to be cheap either but they carry all the who's who in lightweight AR parts.

Too bad you don't want to build; you can get to 5.5 lbs without too much work or expense:

My latest build weighs in at 5.7 lbs as you see it, with sling and sights, and was $505.97 to build. Remove the sling, use polymer sights in the back, no grip plug and it might be really close to 5.5lbs. Use a lightweight upper, like an Anderson and 5.5lbs or less should be easy.

Anderson upper and lower, lightweight 16" Wilde barrel - midlength gas, AIM BCG, YHM gas block/sight combo, BMAS rear BUIS.

No problem.  Go to Fulton Armory and buy the Legacy Carbine.

those look light, but they are heavy beasts from what I have seen. The upper and lower alone are heavier than standard forgings.
