Hello

Have a well-used Colt 6920 that I'm having an issue with.  When bolt locks to rear on empty mag, the bolt will not go in to battery after inserting fresh mag and hitting the bolt catch/release.

Tried different mags, etc.  Could a worn out buffer spring be the culprit?

When inserting a full mag with the bolt closed, it will go fully in to battery when using the charging handle.  Problem only occurs when using bolt catch on full mag

Clean rifle, well oiled? Springs are cheap, try that first

Clean and well-oiled, will try a new spring and hopefully that will help

Sounds to me like the buffer spring is worn out.  

As an aside, how many rounds does this "well used" rifle have through it, specifically with the buffer spring that's in it right now?

It wouldn't be unheard of at that round count.  Swap out the spring and report back.

Mag could be over-inserted, causing the rear lips of the mag to be hit by the bolt as it comes forward slowing it down and keeping it from going home.Loading with the bolt closed would prevent the over inserting so that might help explain it.  It's not unheard of. Unlikely, but something to look into.gen3 pmags have a block built into them to prevent over insertion.

Buffer spring could be the culprit.

I'd invest in a Sprinco buffer spring. Even if you just want a standard powered spring, you pretty much don't ever need to worry about replacing Sprinco springs. They just go and go.
