Has anyone experienced receiver wear with the Tac-Latch or BCM MOD charging handle on the left inside of the receiver? If so, has this been known to cause serious problems such as wearing out the upper prematurely?

It's been hit or miss for me on most of my rifles but, I'd say it's normal. I have wear on some and no wear on others.

Being as the number of times an AR is charged is a fraction of the number of rounds that are fired, I doubt an upper is going to wear out from the charging handle rubbing.

I might charge the rifle only 2 or 3 times each range trip even if I shoot a couple hundred rounds.

That's 15 cycles of the charging handle per 1000 rounds.
