Agreed with most of what the poster above me said.
*AA battery power
*Onboard IR illuminator with at least 200 yd usable range (not a must)
*Constant on fire button on top
*Variable laser power (very handy, but not a must)
*Pulse laser mode
*Small rail footprint and lightweight
*Ability to accept standard LaRue or ARMS #17 type (or similar) mount
The old NVS/NVEC VITAL-2 is close to perfect for most civilian applications IMHO, but has a VERY weak illuminator and no constant on button.
