It wasn't PSA, but I tried to change an order with another popular online firearms and accessories company and they told me to just cancel the order before it ships and then reorder because it is difficult for them to change an existing order. If it has already shipped, you have send it (item you wanted to change) back as a return, which could be subject to shipping and restocking fees, even you just want to exchange for something else.
As far as refusing the FFL transfer and shipping a firearm back to the seller, I've often wondered about this; since you are not, nor will be, in possession of the gun, who's responsibility is it to repackage and arrange for shipping back to the sender? The buyer is not in a position to do this, so it would have to be the receiving FFL dealer. Since this is more work for them, and they didn't get the FFL transfer fee, are they obligated to do this? It seems to me it's possible for the firearm to remain in limbo and not get returned, even though the seller has already paid for it.
