didn't read far enough down. I missed the part about the slide release not functioning. If that can't be resolved with a simple field strip, clean and reassemble, then yeah...the pistol definitely needs to go back to Ruger. I've dealt with their CS many times in the last 25-30 years and never had a problem. They're good people and will take care of you.

Actually, I'm pretty sure that it is a slide stop, NOT a slide release. Ruger was pretty clear about that with the LC9, and I think the LC9s is still the same way. After a lot of use, it may be worn enough to become a slide release, but it's spring loaded and intended to be released by retracting the slide itself a few millimeters, not by pushing down on the stop lever.
