What I really meant was:
1) It's not the actual cap (the one that screws off and covers the dial itself) that gets stuck... its the actual dial (with the screw down the middle) that gets stuck when on the top dial.
2) When the screw is taken out the middle of the dial, the top one gets stuck and I have to tap out with screwdriver.
3) Swapping dials between top/side makes no difference... whatever dial on top gets stuck.

Ah, sorry about the misunderstanding. I think I got it now.
So, it's the actual dial, not the screw that holds the dial, getting stuck right? It sounds like maybe the gear on the top of the turret screw is not fitting correctly into the gear on the bottom of the dial.
I take it you can't see any debris on the gear? If not, you may also give the acetone a try on the gears just to make sure they are clean and nothing is binding up on them. Otherwise, maybe the gear is over sized slightly? Honestly, I'm not totally sure without looking at it myself.
You might try giving customer service a call at 1-800-426-0048. It might be easier to diagnose over the phone. And if it turns out to be something out of spec we will of course take care of it for you.
