Yes, my dept specifies that it must have back up sights and they must be readily accessible (meaning they don't need to be fixed).
Here is my exact rifle in current configuration. Though I'd like to have a double tape switch (like the one above) for a light and laser combo. I grip with thumb over and index my middle finger in the groove of the VFG.
I just know the CQBL is a very quality piece and I can see many advantages to a laser....my favorite being the possibility of shooting from an unorthodox position and the high visibility in lower light scenarios. Ideally, it'd be used as described above.
I also have an 11.5" BCM that it am building. I want their KMR system due to weight saving and a little more real estate for the extra stuff. I need a light, sling, and back up sights per policy (other factors like no piston systems, lower/upper matching, and certain companies that don't apply to accessories).
