They are unarmed and nonviolent but keep in mind that they could still be armed.
No police will help you stop or arrest the criminals it is up to you.
They can run away and can comeback to resume what they were doing.
Do nothing and let them trespass,vandalize, and steal.
Their is always less than lethal options to make them stop and/or detain them but it isn't always effective.
Unarmed violent trespasser,vandal, or thief can still be a threat if they get up close to you.
A nonviolent armed(visible in the hand) trespasser,vandal, or thief can easily use the weapon against you.I advise dont take any chances.
They could be on drugs so a higher resistance to pain.
Then the criminals who play it safe they commit their crimes unarmed and non violently.

To me arsonists are armed. Their weapon being fire and plenty of innocents have been killed by fires started by arsonists, not to mention the amount of property damage.  
Then their are stalkers who dont plan on harming you but keeping getting in your personal space and invade your privacy.
Indecent exposure creeps who want to get personal with you.Which to me is sexual assault recommend send lead their way asap. The mastur,bating SOB who wants to unload on you, who can be carrying a disease
Then there is the group who think sexual harassment is fine.
