The ones I sat on had a pre-selected set of questions to be asked and they had to be graded on the answers. The same questions were asked to every applicant to avoid any possible favoritism or bias.

This for me too. I sit on our hiring oral board and occasionally on our promotional oral boards and everyone has always had a pre made list of questions.
