Does anyone have any insight into why the Bunker Hill and Franklin were repaired after their near-loss, but were never used, modernized, or offered for sale to other countries?
you can throw enough money at any problem to fix it, except when government is involved

None of the Essex CV's were ever sold overseas. Only escort and light carriers. There was some thought that the Navy was saving these two for the ultimate Essex conversion, but it never came about. Probably a combination of budget issues and the fact they were a bit small for modern jet aircraft. We had plenty of carriers at the time, so there really wasn't a critical need to put these two back into service. Many of the other Essex CV's had relatively short careers post war.
