Well, the trickier question is the "functioning" psychopath. I think there were some true psychopaths out there, Caligula was already mentioned, but with the prevalence of inbreeding in the aristocracy,it's not uncommon.
I'm not sure if Stalin was a clinical psychopath. He was a megalomaniac, but many leaders in those types of roles are. Amoral? Sure, but he's the paragon of a political/social system that prides itself on its cold rational central planning model. He culled undesirables like a farme would cull unhealthy live stock.
