NO!

The California Vehicle Code does, however, have a prohibition against ACTIVE devices that defeat radar (ECM):

28150.  (a) No vehicle shall be equipped with any device that is
designed for, or is capable of, jamming, scrambling, neutralizing,
disabling, or otherwise interfering with radar, laser, or any other
electronic device used by a law enforcement agency to measure the
speed of moving objects.  

A passive radar reflector on your dash board CAN be used by police as probably cause to pull you over IF it is position so as to interfere with your vision, no matter how trivially.  A lot of cops don't like people with radar detectors, and some of them will hassle you if you have one visible.

Handicapped permits are hung from the inside mirror when you park...you take them off the mirror when you drive.
