We do a background check on handguns. Handgun owners are law abiding citizens.
If a person is legal to own a handgun, then they should be legal to carry a handgun any way they see fit . . . on their person, in their vehicle. In a post office, city hall, public library, police station, school . . .
I'd draw the line at a court room or court house. There's a real risk of the gun being taken control of by criminal elements in a court setting.
I think social constraints keeps most people from open carry. It's legal in Oregon, but I know that I conceal the gun when I walk into the local supermarket . . . unless I'm out in the boonies or want to mess with the mgmt. stiffs at Safeway.
