I have a pre-ban Colt Sporter and I am looking to get a new upper.  What is the minimum barrel length that I can have?  If I get a 14.5" barrel, do I have to have the flash suppressor permanently attached?  Thanks

Does the BATF use a 14.5 or 16" rectoscope?

16" minimum bbl. length. If the flash suppressor/muzzle break is counted as "barrel" it needs to be "spot welded in four equadistant places on the barrel" or "silver soldered at least one/half the perimeter of the barrel."

16" is measured from the end of the breech. Locking lugs for the bolt don't count. Helps to give it an extra 0.5" just so's when you're shooting in sub-Arctic conditions the bbl. doesn't contract from the cold and become unlawful.
