I have a question.

I have a pistol I'm selling and it isn't on the MA list of approved firearms.
I have received several offers from individuals in MA for my CZ P-01 and all of them
include instructions somewhere along the lines of:
Ship frame to FFL.
Ship slide to individual.
Don't worry, it's "legal" because it counts as the purchaser "building" a firearm.
I haven't accepted any offers from MA and it seems a little shady.
Not trying to get in trouble, but also want to sell the pistol.
I've searched around and can't find a solid answer.

What the OP posted is perfectly legal but some FFLs won't do it.
Reason that it is legal is as follows:
- Fed Law defines gun as the serialized frame.
- MA Law defines gun as "able to fire a projectile" so that a frame is not a gun under MA law. [Can be found by reading the definition of firearm in MGL C. 140 S. 121.]
Dealers are forbidden from transferring any guns not on the EOPS List of tested/approved guns and they must also meet the AG Regulations. Since the frame is not a gun under MA law, transfers of frames for guns that aren't on the approved list is perfectly legal.
