I'm assuming an AR upper?
Step 1: buy the upper. or, if you think price/availability of the upper will remain constant, go ahead and form an NFA trust and submit your Form 1. The upper is not the controlled part, it's only a no-no when mated to a non-NFA lower (or if the ATF can make a constructive intent argument). |

Do not purchase the upper until your receive your tax stamp. Doing so could render you in constructive possession of a NFA weapon.
You will want to do the following: 1) Get a NFA trust 2) Create an online account with the ATF eForms website 3) Fill out the Form 1 online 4) Upload a copy of your trust 5) Submit the $200 tax stamp payment online 6) Receive your tax stamp within about 1 month by email 7) Engrave your lower receiver with your trust name, city, and state 8) Purchase the short barrel upper and put it on the lower |
