I have a friend who is going to Puerto Rico soon and wants to bring his handgun with him and he has asked me to help him find out if this is legally permissible; I'm 99% sure it is a No Go, but I'm trying to locate the applicable laws so that we know for sure. I though it might fall under ITAR, but I'm still trying to find it. Can anyone help me out with this?

Does he have a PR license or is he covered under LEOSA?

He does not and is not.

I just found the PR gun laws though. Looks like it takes a PR Weapon License to have it and a PR Carry Permit to do anything other than keep it locked in a case.
It would require a couple fees and at least three character references, plus some wait time.

PR has some strict gun laws and a high crime rate. Go figure. It's a great place to visit but I'm not sure Id wanna live there.
