Now, does this affect XM193 and surplus M855 seconds from federal and lake city, or just fired brass? Definitely. All scrap from LC is handled by the local DRMO through DLA policies. Are you saying that there will be no more of this ammo hitting the market? All it would take is a ban on imported ammo via EO and there would be virtually NO ammo for anyone to buy for their AR-15.  How about Winchester Q3131 or did they stop all together? I know they made it in 2002 and later. Sorry, forgot about that. It's been more available lately. The last time I bought some it was $250/1000. |

DLA's #1 mission is to get rid of shit at the minimal expense possible. Adding the requirement to mutilate brass would add SUBSTANTIAL cost to the "getting rid of it" process, and thus would not be taken up without a DAMN good reason (Like act of Congress/EO type good). That, coupled with actual documentation from other sources stating the contrary, I'm officially calling bullshit. |

Should be easy to verify...
Send an email to DRMO and ask about changes in the B demil code. BTW: Sometime back around 94-95, there was a rumor that DRMO was going to hard anneal (read: torch) all fired brass... Turned out to be total crap. From what I can tell, this is also BS. I'm hoisting the flag untill I've heard back from DRMO.

That is a COMMERCIAL auction site which deals in DRMO auctions, unless they have an end user statement, they are probably under the restrictions for export.
If you work with DRMO directly (and you need the bond plus registration etc), you will have to complete an end user statement. It is coming clear. |

DOD Surplus is also a private entity. Perhaps someone is misreading the demil requirements listed on the PDF link on page one that deals with exports and is spitting this email out. |

They cannot fill out a valid end user statement so to the DRMO which is bidding the sale view these sales as export, needing further demil of small arms brass. 2.5% of govliquidation.com net traffic is from INDIA. This letter from govliquidation.com is nothing more than a CYA for them. If you can swing the $10k bond and pick up 2000 pounds of brass, you can probably win bids for brass at your local DRMO on most major military installations. govliquidation.com covers the $10k bond and most other paperwork. I bet DRMA called them to the carpet due to all the brass that was leaving the country last year when copper spiked. |

In this case, mutilation would add substantial cost to the process, and at the same time, significantly decrease the value of the item being sold. IF a local guy were to mandate mutilation for ALL his brass, he would be responsible for paying for it within his budget that most likely did NOT have the kind of funding to cover such a process. |

Scrap Venture is NOT the normal DRMO-Government Liquidation sales.
Scrap Venture is the sales system where you bid to take all scrap generated at one location, for a set price, for a set period. It is NOT the normal sales route that most brass is sold through. |

To get scrap brass, you do NOT have to go through govliquidation.com. Just buckle down with a $10k bond and show up at DRMO with your trailer and LOTS of crates. Most of the time, you will have to transfer containers. |

Scrap yes, but the ammo coming out no, as it is part of the contract that comes with running the facility they can sell the seconds and excess production If it was coming through DRMO we wouldn't have the stuff we do now- no live ammo comes through DRMO. G_S is correct... Whomever is managing LC sells the 2nds to the public. Federal/ATK currently runs LC. I'm not so sure XM193 was every really seconds... Maybe second cases, but why a 55gr (which LC doesn't churn out) in NATO headstamp cases. |
