I'd replace the steel lower with the end-all-be-all wonderfully tactical metal we all know and love, "Titanium".

Hand fitted upper to the Steel lower with a Krieger match grade barrel. Hand fittd bolt. KAC free float RAS tube, US optics SN2 with all the options.

Remember, when this thing is complete you will need to have it hand engraved and gold plated. And don't forget about the night vision. Some quality NV should add a couple $K to the price.

Let's not forget those front handuards with at least seven accessory rails all the way around.  We need to make it unfomfortable to hold.

And an extendable bipod.  3" to 5', for those standing shots.

Think Silencer (2000)

Think Beta C Mag (550)

Think Surefire pistol grip, not the best, but the most expensive, with flashlight (25)

Good ideas from all, but what I was envisioning here was assembling an AR-15 from readily available off-the-rack stuff so that it would cost as much as possible w/o being noticably better than any commercial-grade AR.  Think "spend as much as possible on solutions looking for problems."

With that in mind, we need one of those pneumatic thingies that replaces the buffer and spring.

Hire the best gunmakers to consult on it hire some washington DC attorneys to draw up the paperwork...and then run it through the Govt procurment office....and have Michael Jordon and Tiger Woods endorse it...that should increase the cost significantly!

Some kind of gimmick stock is needed.  A fake collapsible maybe, or one of the DPMS skeletonized A2's, or one of the Choate hooked ones.  Doesn't matter as long as it costs more than a standard A2 and functions no better than an A2.

Also make sure the upper is titanium as well, Then don't forget to have somebody mill them both from scratch.

Your looking at a few grand easy just to mill the stuff. Not including the price of the material. $$$$$$$$$
