The usual way. He found a gun, told the seller he wanted it, filled out lame yellow form, paid money, waited ten days while he was beaten by drive by gangsters weilding un-waited-for assaultweapons with high capacity magazines and a nasty crack habit, picked up firearm, and proceeded to shoot 15,000 rounds through it.
