Can an ar15 223 be changed over a 308 cal.

No such conversion I'm aware of.  If you wan't an AR in .308 you buy a Armalite AR-10.

No.  Mag well is not big enough.  if .308 upper on .223 lower they won't match.  Many reasons why not.  Buy AR10.

No.  It is the .300 Whisper.  Groove diameter is .308.  The caliber/cartridge designation is .300 Whisper.

Caliber and bore diameter are [b]NOT[/b] the same.  Sometimes, not even close.
