I am amazed by the high muzzle velocity of the M16 (> 900m/s) It has the highest muzzle velocity among all the rifles I know of. May I know what are the characteristics of the M16 that made it so?

Velocity is more a function of ammo than rifle. The velocity of standard .223 is pretty pedestrian by todays standards, about 3100-3200 feet per second with 55 grain bullets.  My brothers .22-250 will run almost 4000fps with 40 grain bullets.

More powder+ lighter bullet= more speed is pretty much how it works.
