As secretary-general of the United Nations, Annan represents an organization dedicated to interdependence, world government, and destruction of the principles of independence, national sovereignty, and ordered liberty under limited, constitutional government embodied in our Declaration of Independence. In 1999, Annan approvingly declared: "State sovereignty, in its most basic sense, is being redefined." He even described "traditional notions of sovereignty" as an "obstacle" to the UN's goals. Kofi Annan's report prepared for the September 2000 Millennium Summit, entitled ‘We the Peoples': The Role of the United Nations in the 21st Century, refers to "new forms of global governance," "a new ethic of global stewardship," "global norms," and "global rules," all of which assume that the UN will act as a global lawgiver. In the report, Annan asserted that national sovereignty has, in principle, been abolished. During his July 4th visit, Annan received the city's Liberty Medal and its $100,000 honorarium from Philadelphia Mayor John Street during a ceremony in front of the historic Liberty Bell. While praising freedom and independence, Annan undoubtedly smiled inwardly, knowing full well that even so important a symbol as Independence Hall has already been designated an official United Nations World Heritage Site. Thus, along with Monticello, Yellowstone National Park, the Everglades, the Grand Canyon, Yosemite National Park, and dozens of other historic sites and scenic wonders, it is increasingly coming under international guidelines and regulations governing its operations, use, care, and accessibility.
