If you build your own lower can you make it set up with all the pre-ban "evil" features since it is not able to be transfered to anyone and only useable by the creator?

No, I don't think that you can legally do that.

But, you could claim it was built pre ban. Who would know when it was built? Then, maybe, yes.

Legally no, unless the lower you are using was previously a SAW before the ban. Doesn't matter if you are going to be the only one using it or not. The whole purpose of the law was to keep such terrible weapons of mass destruction out of the hands of mere mortals such as you and I.

The only thing we can hope for now is that a new semiautomatic assault weapons law is not created to replace the current one in 2004. Then all of this stupid shit will just fade away.
