This paper was written about 10 years ago, just prior to the Brady Bill.  It'll take you about an hour to read, but it is well worth it.  One of the most enraging statements is from HCI:

In other words, just throw us all in jail, and make us prove our innocene to unconstitutional laws in order to get out.
