I've heard many people say that a .223 is basically, for the most part, useless under 2700 fps, only making a .22 caliber hole, and not fragmenting. However, what if someone is using a ballistic tip, hollow point, such ammo as that? Is that 2700 fps barrier a mute point with such ammo? Thanks!

Yes, that 2700fps stuff only applies to military ball. Varmint bullets are in a whole different league. I know that most high power big game bullets are designed to expand all the way down to 1900fps and lower.
