Seems like 1968? It actually seems a lot more recent than that, but '68 comes to mind for some reason... I realize this is incorrect, but I'm leaving it here anyway.[:P]

If you have been making transfers without one, you should hope it was today. I know for at least the last 2 years since I started buying it has been that way. I believe it's been quite a few years.

I'm gonna check but I think it was around 1993, or maybe 1995, or maybe... I'll keep looking.

Yeah, it was teh early 90's sometime. I lived there for a year after I got divorced. That was 92 or so and it was in effect then. I had been on leave visiting my folks a year or so before that and they had it up for vote. It doesn't matter when the guy bought it. You still have to go through a FFL no matter what. Defacto registration of all guns. There were plenty of FFLs supporting the idea because it gave them a lock on the business. I know of one in particular that was proposing shutting down all gunshows because he couldn't compete. Ross

I found one source that shows that in 1991 you could still do private party transfers as long as it was no more than five per year. At least thats what I think it said, I'm not so good at legalese. I'll keep looking. Where's Troy when you need him?
