When Trump first referred to Comey "Better hope their are no tapes" what he meant was this was during Comey's firing when the DOJ seized all of Comey's computers and files while he was away in Ca giving a speech. DOJ swooped into his offices and took everything. That's why Trump said "Better hope there are no tapes" meaning surveillance tapes of Trump, because Comey was indeed watching Trump during the campaigns.
