Multiple reasons, really. It's mostly done on herding/livestock guardian dogs. The cords are controlled mats. The fluffy coat needed for cold weather insulation is going to get matted out in the field, so the controlled mats allow that to happen without binding the dog's legs together or matting to the skin (which provides excellent home for infection and fly larvae). They also provide some of the best protection available against an attacking wolf. Wolf teeth just can't get through all those cords to actually injure the dog. Now, on pet dogs there's no need for it unless you just like it that way. And of course, show dogs will be corded per tradition.
