So I am currently carrying an old Pilot (blue ink) and a new Zebra pen (black ink).

I would like a good pen.  I would like a tough pen.  I would prefer it to be all or mostly metal construction.  I carry my pens in my front pants pocket so no pocket clip or a removable pocket clip would be desirable.  I would prefer a cap but a system that does not use a clip base system like the Zebra above would be acceptable.  I am willing to pay for a good pen but I also am not looking for a desk show piece but something that is going to ride in my pocket so less than $25 would be preferable although if it's cool enough with the right features I might go as high as 50$ or a bit higher.  I am not going to shell out $100+ for a pen.

Except for the removable clip, it meets none of your specs. Even so, it's worth a look - I abandoned pens in favor of these years ago.

I still like my original Fisher Space Pen, plenty of cartridge options out there.
Should meet all of your requirements.

If you're looking for something more stabby:
https://www.amazon.com/Columbia-River-Knife-Tool-TPENWK/dp/B0074FGPKI/ref=pd_sim_229_1?ie=UTF8&pd_rd_i=B0074FGPKI&pd_rd_r=CFAZJP0Y99FRAA3B5Y7Q&pd_rd_w=9SNyp&pd_rd_wg=v30IZ&psc=1&refRID=CFAZJP0Y99FRAA3B5Y7Q

(And you can remove the clip)

I have several of those in 0.3, 0.5, & 0.7mm lead.  I lived on mechanical pencils in grad school but now the only hand writing I do is quick notes (meeting or in the lab) and I have found I like a pen better for most of that.

That is the same pen in my original post.  I just took the clip off mine.  Good pen so far but I am looking for an upgrade.

I love to write, and I've used a lot of different pens and pencils. Some expensive, some cheap. This is still my all time favorite.

I've got some expensive pens I've received as gifts but my favorite by far is the Pilot G2 Limited, an all metal version of the standard G2.

OP didnt say if he requires a click or non click pen, which is really a pivotal distinction.  You cant recommend a good pen without first knowing that.  But if like myself you require a clicky pen, I dont have time for anything else, then this is the answer you seek.

Tuff Writer - Mini Click.  The end.

http://www.tuffwriter.com/category-s/1843.htm

"The standard pen utilizes an all metal body machined out of 6061-T6 Aluminum. A clip, pressed out of spring steel and coated for durability and corrosion resistance, helps keep the pen securely fastened and close at hand. Instead of a spacer the pen uses a 2-56 screw threaded into the refill to adjust spacing and allows the pen to accommodate of multiple cartridges (any Fisher or Parker sized refill). The Mini-Click also uses our now famous 416SS machined advancing mechanism for silky smooth and reliable operation (so smooth, it doesn’t even "click")."

The click mechanism is really well done also.  Its CNC machined out of stainless steal utilizing a bearing and race.  I did weeks of research and ended up on this pen.  I have the ability to break any clicky pen in weeks, no matter how expensive it is, no kidding, so I have exacting specs for any pen I buy now. I think I paid like $90 shipped a few months ago.  Ive lost the three front O rings, I didnt really like them anyway, but other than that no issues after thousands of clicks and many drops on concrete.

It's hard to go wrong with the classic Parker Jotter in stainless steel. They are available new from $10-20. The new ones have plastic thread inserts, but the older UK and USA made ones have brass thread inserts. They can be found used for $10-30. They use Parker's Quink cartridges and are smooth writing for a ball point, but gel cartridges are available, too, if you prefer them.

I recently switched from using Zebra 701s due to their poor quality (tip threads strip out too easily), and the Jotter is a good sturdy, reliable pen for the money, especially if it has the brass inserts.

The Pilot in my the OP has been riding around in my pocket on and off for twenty plus years.  Bought it about the time I started grad school.  The body cracked on me where the nose screws into the body.  The result of one of my campus commute bike crashes.  The aluminum feral pressed onto it was made by your's truly and has kept is going every since.
