Wow.  I knew that dude was serious about cracking down on drugs and shit but I had no idea he was dictatorial and all for the use of Judges.  That's pretty fucked up - they may have deserved to die, but courts and trials are a good thing.  This summary execution in the streets shit is going way too far.

Although I have to say, I'm extremely curious what happens to the illicit drug trade in the next few months.  I think what is going on is a travesty, but I want to know if it's working or not.  I would guess pretty much all crime is making a sharp decline.

Another part of the story that isn't being reported is that a lot of the folks using drugs are simply looking for pain relief from illnesses that they can't afford to treat.  The Philippines have some of the most screwed up drug scheduling I've ever seen.  After Marcos they had basically no narcotic pain meds until the WHO more or less forced them to start getting them.  They have a two teared system instead of three or more like most places.  Schedule 1 is NSAIDs, aspirin, etc. then they jump to schedule 3 which includes morphine, meperidine (Demerol), some of the oxis, etc.  So they jump from regular OTC stuff to the really good stuff with nothing in between.  Prescribing Schedule 3s requires additional training and requirements which most physicians do not get- only 18% of physicians have the "yellow pads" to allow them to prescribe narcotics and benzos.  If it is thought that they are overprescribing they can face arrest and punishment up to and including the death penalty so most don’t want to bother with them.  Pain control is not really taught in nursing school here and the nurses do not understand it.  If you are a cancer patient and can afford the treatment and meds you still have to go to a pain management specialist who can only prescribe limited amounts of meds.  In a very poor country like the Philippines many folks can’t afford this so they use whatever they can get including crappy weed and some illegal stuff.

I’ll give you a story about how bad it is.  Last month I got hit by a car while riding my motorcycle.  I broke my humerus (comminuted fx of the proximal humerus above a couple of plates I already have) and partially dislocated the shoulder; anyone who’s ever had either can tell you how badly they hurt.  I call my roommate who takes me to one of the better hospitals in town and they want to give me oral ibuprofen until the ortho doc can come in sometime later that afternoon.  After begging and pleading they finally give me some Demerol- I’m a good 200lbs and they give me 50mg IV which takes the edge off so I don’t want to kill everyone in the room so I calm down.  I have to wait a couple of days for the swelling to go down so they can do surgery (another plate and screws).  They give me 50mg of Demerol IV every eight hours- normal adult IV dosage is 25-100mg every four hours.  Obviously I’m thrilled each time they finally bring me more.  They switch me to morphine IV but at only 5mg every eight hours, again normal staring dosage is 4-10mg every 3-4 hours for moderate to severe pain with smaller doses every couple of hours after pain is brought under control.  You can see that at their dosing regimen I never got the pain under control- they’d knock it down for a bit then it would build again whereas if they’d given me a loading dose to get it under control then they could have used smaller doses every 4hrs to keep it under control instead of me having breakthrough pain when it’d wear off and I had to wait on the next dose.  They added an NSAID in between the morphine doses but that did nothing that I could tell.  For take home pain meds I was told to get Tramadol, it’s basically OTC here I guess because it has no pleasurable side effects as near as I can tell.  It has a lot of not so fun side effects including dizziness, nausea, constipation, difficulty urinating, and screwed up sleep due to messing with serotonin levels.  While all narcotics can have these effects, some basic Tylenol 3s or 4s would probably work better but there is no codeine in this country, there is no Lortabs or Percocets or something more middle of the road nor do they have decent muscle relaxers like Soma or Flexeril.  Even if they did remember that only 18% of the doctors in the entire group of islands can prescribe them and if the narcotics folks think you are overprescribing or using them in manner that they don’t see as fit well now they can just kill you themselves under Duterte’s misguided thinking.

Yes, and no.  There are some really rough areas, but middle and upper class Pinoy live pretty well.  Like anywhere else.  Folks there with a bit of money and education do not think highly of those that drink alcohol beyond a drink or two with dinner. let alone drugs of any kind.  Both are thought of as very low class.

Dela Rosa ain't kidding around with any assholes in the PNP.  Folks doing these kinds of extrajudicial executions may just find themselves on the wrong end of a rifle or a long prison sentence, after an investigation and trial.

And therein lies part of the problem, he got on tv and told people he'd support them if they killed drug dealers and criminals opening the door for the average citizen to whack people.  Dela Rosa seems like a good guy, I've never met him but I know some other expats who speak highly of him.  I think the jury is still out of Duterte, lots of rumors about him and how he ran things in Daveo.

As one of the other posters said, the PI really is two different countries depending on the level of wealth you possess.  Poverty is rampant and education is lacking.  Despite all of the schools and talk about education, most of it is "lacking" for use of a better word and if you think the average American voter is uninformed you should meet the average Filipino.  I'm not saying that to be mean, but when you're worried about making enough to feed your family politics takes a back seat to making a living.  It's a beautiful country with some great places but change isn't going to come quickly.

Nationally their gun laws shift massively to. It went from 1 .22LR rifle/hand gun to no crew served weapons in about a decade. Youtube Philippine guns or Google their gun shows. No restrictions on full auto and the like. Now they passed a law recently which makes full auto / semi auto rifles more or less illegal if I recall. I know a lot of GOOD cops in the PI.  I'm an adopted member of a PNPA class.  Not all of these pix are the work of cops, but those that are will be investigated and prosecuted.  Duterte meant he'd give you a medal if the guy wouldn't go quietly, not if you executed the asshole.  The PNP is currently in the process of getting rid of quite a few bad apples.  The Director of the PNP gave the senior staff in the PNP a whiz quiz on his first day in charge, got rid of any senior officers with a hint of corruption, and generally has been cleaning house.  Duterte or no Duterte, Gen. Dela Rosa ain't kidding around with any assholes in the PNP.  Folks doing these kinds of extrajudicial executions may just find themselves on the wrong end of a rifle or a long prison sentence, after an investigation and trial.

I admit I'm biased.  The Chief Public Information Officer for the PNP is one of my good friends.  I have seen nothing from the guys I hang with to be anything other than proud of them.  Yes, there are dirty cops, but they are being weeded out.

What type or models of firearms do they issue?   I have seen some videos where some guys have revolvers and others have pimped out 1911's. Thought you might have some knowledge based on your post, thanks.

The PNP issues Glocks as sidearms and it's common to see them with some form of AR/M-16 as well, especially at checkpoints.  Regional, city and barangay police may be carrying an assortment of weapons depending on where you are including revolvers and semi-auto pistols; same with armed security of which there is a ton.  Most cops that I've paid any attention to seem to have .38 revolvers, a 1911 or some sort of 9mm (I've seen a couple of CZs).  Most security guards have similar looking uniforms no matter which company they work for and part of the uniform includes a holster and a cartidge loop carrier with .38 specials in it and sometimes 12ga shells but the holster is empty probably more often then not.  It's not uncommon for them to have a pistol gripped 12ga shotgun on some sort of imptovised sling, similar to what you see in Mexico, Central America, etc.  Whan they are armed it's often some form of 4" .38, a 1911 or some sort of 9mm which I haven't figured out yet (maybe CZs or something domestically produced).  It's not uncommon to see them without a magazine in them and to be in poor shape but the shotgun is usually loaded with at least a couple of rounds of buckshot, which is just as well since most don't seem to have front sights.  

Gunshops seem to commonly sell Glocks, CZs, Colts, Berettas, STIs, Walthers and Taurus along with the usual Armscor/RIA fares.  This gunstore site will give you some idea of the prices- note that they are high (1PHP=.02USD or 1USD=47PHP) so a Glock runs around $800USD.  It's not overly hard for civilians to get handguns (they get licensed) but they changed the rules about expats a couple of years ago and we aren't allowed to have them.  Carry permits are available but lots of places don't honor them; not sure on the details since I can't legally have a gun anyways.  Filipinos love guns and there are a lot of ranges where you can go and rent all manner of guns including full autos; the Japanese, Korean and Aussies tourists seem to love going to the ranges.

The Philippines has been fucked for a long while. It is partially our fault and definitely their fault. Our fault because we granted then independence at the wrong time. Their fault..... because they're corruption makes Mexico look nice.




But it is they nation and their problems. Let them deal with it how they see fit.

It is actually pretty nice once you get out of Manila.   Filipinos tend to be red neck as hell.  They like fried food, guns, and 4x4's.  Awesome people.

Probably to keep the blood splatter down.  Popping someone in the grape at close range is a messy affair,  best to wrap something around the head.  Plastic bags are cheap and people in the PI are poor.
