SCOTUS makes their own internal rules. Like congress or the executive branch.  Except theirs isn't written down, public or even any known history of disciple.

You don't need a true charge to impeach the president. House and Senate can do what they want. There is no oversight or appeal for impeachment.

Yes in practice. There is no recourse to an impeachment. It's a political action more so than legal.

Yep.  It would have been perfectly constitutional to do so, too.

Turns out, he didn't need to.   I think 8 out of the 9 USSC Justices were FDR appointees by the time Truman took office.
