Depends on what I'm doing.

If I'm going to really be subjecting myself to the cold, Go Athletic Sub-Zero base layers under heavy cordura pants.

Fleece-lined work pants if it's just moderately cold out.

Some full length zip Gore-Tex shell pants would be the quickest on/off solution.  Even if they are uninsulated, they will help retain heat, especially if you are moving.  Full-zips mean you don't even have to pick your feet up off the ground to put the pants on.

These are the less durable 2.5-layer pants.  Generically speaking, 3-layer Gore-Tex pants are durable enough for 50,000+ miles on a motorcycle.

When you get into the office in the morning, you can stand flat footed, and unzip the pants and rip them off like a stripper.  You office mates will love you for it.  So will HR.

How do you keep your legs warm in winter?  The upper body is easy.  Wear a jacket.  When indoors, the jacket can come off and the upper body won't be too warm.  Is there a way to do something similar with the legs?

Long Johns, Union Suit, or, Fleece/Flannel lined pants... Sportsmans guide has them, and Models runs a couple of sales through the year.  I work in a warehouse just inside a rollup door that acts like a wind tunnel, and once I started wearing the lined pants ZFG..one Caution with the SG pants, Both iitial pairs ended up with holes in the front pockets, the two i just bought i reinforced before I started wearing them.

Brilliant idea, and deceptively simple.  All the OP has to do is tell a few lies when his legs feel cold, and bask in the fiery warmth of his pants catching fire.

This reminds me of the time years ago when my then GF and I were driving home one night in the winter and the car got  a flat tire.  I wasn't expecting any car trouble so I didn't have a hat or gloves.  I left the car running with the GF inside while I worked on changing the tire.  It was so cold that after a few minutes my hands were so cold I went back into the car to warm them up.  The GF said to me, "Why don't you put them between my thighs to get them warm?"  After I couple of trips back and forth working on the flat she asked, "Aren't your ears getting cold too?"

I'm wearing flannel lined jeans right now.  When it gets colder outside an I have to run the snowblower I wear Wrangler Thinsulate lined quilted jeans.  When it drops to -33 degrees if I have to go out and snow blow I will put on some long johns under everything.  Better yet, I will stay inside and crank up the furnace and start a fire in the wood stove.

When I lived in Arizona I just put a pair of long pants on instead of wearing shorts.

Fleece lined pants. Modell's usually has them on sale this time of year. For $20 a pair. Cargo, non cargo and jeans. Btw the flannel ones arent half as warm as the fleece lined ones.

It was 23*F this morning in Nogales.  I'm sure it was colder at higher elevations, or mountain valleys right before dawn.

The lightest base layer you can find.   Tech-silk weight polartech long johns or something similar works.   Most people make the mistake of getting something too heavy.

I put those warmup pants with the snap sides over my jeans when it gets really cold. It isn't perfect due to the gaps between the snaps, but the byline she'll a cotton liner do add a nice bit of warmth.

This year, I am going to try my Arcteryx hardshell pants in the same role.

these are the pants you seek. Someone on here said they were good, so I bought them and LOVE them.

I spent 7 hours working outsides in rain/sleet the other week. I had those pants on with sweatpants on underneath. My legs were toasty and stayed dry the whole day (and they arnt even waterproof) meanwhile my whole upper body was soaked and freezing because my carhartt quickduck jacket can't repel water for 7 hours. My next jacket will forsure be a Duluth brand, no more carhartt for me.

Legwarmers. Sportsman's guide is running a special on some Swedish military surplus.

*checks OP's state*
On second though, just add more iron to your diet and deal with the chill.
