I have noticed in my area that people are wearing a holster with no gun,and there shirt tucked in behind the holster. Any one else
notice this fad.

What?  Thas a pretty silly "fad" I dont get it.      
and how many people are you seeing doing this?
I've only ever seen 4 or 5 people OCing in my entire life.   and I'm always on the loolout.

Who are these people and why do they do it?  I have in the past worn just my holster (firearm locked in vehicle)  if I was going into one of the rare places I do business but can't carry.  However, my holster sits empty for about 15 minutes or so and then it's reunited with it's old friend, G19.

My take is that they are ccw permit holders that leave there guns in the car or homes and want to show off that they carry is my guess. Yesterday was the third time I seen it, over the last couple weeks.

Open carry is legal here.

Never seen anyone carry an empty holster...

could be open carry and they are heading into a business that prohibits firearms. they also have the 'buckeye tuck' using an iwb holster that would be less obvious if this was the case.

I've done this once or twice.
I frequently open carry a Colt Officer Model 1911 in a belt slide holster when out working at my place. When I have to run to the store for something I'll put the pistol in the glove compartment and go in with empty holster. My old t-shirts are not long enough to completely conceal the holster.  When I get back in truck I'll holster the pistol.

I forgot my gun at home one time, hence, I had an empty holster.

It was a concealed empty holster, however.

Everyone I have seen do this was also very young.
,probly just old enough to get permit.

I saw some TU students doing it as a CCW protest on school carry once.

I've seen a lot of younger people open carrying lately.
glad to see they got the memo for their rights.

A male nurse at work does this for some unknown reason. Technically is does not violate any of the rules I guess cause he would have been told not to if it did I would think. He does keep it concealed though.

The only time I've seen people carrying empty holsters is on college campuses to protest campus carry laws.

Doing it randomly in public is.....odd.

I saw it last night.  Lady was attending a meeting that was in a church.  Churches are no go zones unless you have permission from the church.  At first I thought it was some sort of phone holder but then realized what was going on.
