Lawsuit payoffs should come from Police Pension funds. Problems would be peer corrected, and quickly. I'm sure there would be lots of blanket parties in the locker room.

Never understand blaming the rank and file police officers for these incidents. Statistic based policing models are really what cause the problem. It isn't the guy pushing a radio car who came up with that model either. If you stopped pushing guys for stats, I would bet you have improved community relations,lowered crime, better morale, and a better quality of arrests. But instead, guys will take the first petty arrest that comes their way, or lock someone up that they otherwise wouldn't, because you have to feed the stat monster. Aggressive policing keeps crime down in the short term, even when the tactics may be edging the line of unconstitutional. What irks me is that the politicians who for years have pushed police departments to keep numbers down, and make more arrests as a way of quantifying their productivity, now want to turn around and make police the bad guy. They encouraged this stuff, they got elected off the results, now they want to jump on the "police are the real public enemy bandwagon".
