Try calling these folks http://www.tenn811.com they should be able to tell you if someone has called in a locate request. The local road authority would also be able to tell you if someone is planning work there.

When I got out of the Corps, I worked a few years as a chainman in a land surveying outfit.

That is NOT a utility locate mark.

Marking for an underground utility. Red means an electric line (yellow is gas, blue is water, green is sewage, orange is telephone).

The particular symbol marks a junction point. It shows that there is a continuous electric line, and a branchoff that goes in the direction indicated by the arrow.

The example illustrated is rather carefully done, using a stencil. Most are just scrawled on the pavement.

Nothing conspiratorial about this.

Still no idea. The local news did a story on it. Called anyone and everyone they could find, no utility claims the mark. I'm thinking a overnight trip with some black paint might be in order.
If it's some portal to another dimension, I might get some target practice in. If I lived closer to one of them I'd put up a camera to keep tabs on things.
