The Youstafish was decommissioned years ago.  That is picture is clearly the USS Congressional District (SSN-NTK)

Do you mean right in front of the JBD on the starboard side? Those are tow bars. Perhaps they make that shape by mistake or just by accident, but I'm guessing sailors oopsied and did VI instead of IV.

As someone who has towed countless aircraft for photo ops, static displays and airshows...I can see the ass pain involved in setting that up. Looks beautiful, but sorry for the Plane Captains and handling crew for what looks like hours of moving jets around for that.
