I know that legally you need an FFL to sell guns, and I see most of the ammo places require an FFL to buy ammo wholesale. Is that a legal requirement or just something that they require as a business standard?

No. It's a policy to keep casuals from undercutting businesses. If you offer to throw enough cash at them, they'll waive the requirement.
