Got the video to load in Premiere. For anyone that is interested I had to change the .mp4 extension to .mpg for Premiere to recognize the format. Trying to shrink down the video file right now.

Going by the advice I've seen here, when there is a police action near your house, you should run outside wearing nothing but a plate carrier, with an AR slung, a pistol in one hand, racking an 870 with the other, while filming from your potatophone in vertical mode. Did I miss anything?
