I don't agree with jail time for an employee when he might have been at the direction of his employer, but clearly they're not listening. Also, it's possible the employees DO have control over their schedule, I did as a delivery guy.

Is the man jailed, the setter of company policy regarding timing of pickups?   Was the man jailed previously cited in any of the prior incidents such that he should be aware that he is in violation of the local noise restrictions?  

The owner of the company refusing to adhere to the law should be the one facing penalty, not the truck driver if the above is not true.  I have no doubt that this will create a change in behavior on the owners part but punishing a third party to force another person's behavior is not always the moral course of action.

I will concede that jailing the individual trash man IF he had never been warned about it is kind of a dick move.
I'm pretty good friends with a trash guy and I'm betting the company put out a memo saying don't do it. His supervisor probably pressured him to do it anyway. Some companies suck to work for. If the route can't be finished in the allowed hours, then the company needs to either add a truck or get the rules changed. If I was the driver, I would expect to be paid VERY well for my jail time if the company was at fault.

Yeah. Some trash ain't being picked up. Guessing this is the issue to begin with. The earlier pickup started as the number of pickup locations increased. So many hours in the day.
