It was more of an annoyance.  Users would see the BonziBuddy links or ads that give you a little purple gorilla on your computer.  It was supposed to be like a user agent, that would make your experience better, but mostly people installed it because it was fun or cute.

It actually was adware and would pop ads over web content.  Sysadmins hated that stuff, especially when computing power and internet bandwidth were more of a premium.  

Weatherbug was another common one.  I don't recall it being malicious, but everyone had to have instant weather updates on their computer!

Sounds like you need effective group policy that prevents users from being able to do it as well as rigid desktop configuration management.

Holy shnikies. I was a young desktop guy back then.

Prowling HKEY_LOCAL_MACHINE for shareddll references. Killing PIDS...scrubbing files.

I was a Win 98 cleaning machine.
