Vader was on special assignment from the Emperor and that assignment did not include taking command of the Death Star or that region of the galaxy. As the rebel alliance becomes a greater threat you see the Emperor expand Vader's authority.

Tarkin was a Grand Moff... Effectively a Governor of multiple Priority sectors, while a Moff might be in charge of only one. As a Grand Moff Tarkin answered only to the Emperor, he was more or less, EQUAL to Vader.

This is a 9mm vs .45 ACP type of argument.  You will find camps on both sides of the issue.  I even did a Google search to see if there was an official ruling on the subject but I couldn't find a definitive answer.

The answer is really simple. The story changed after the first movie. If you read the novelization, Tarkin was basically in charge, with some assistance from Vader and other cronies. The 'Emperor' was some dude they got elected and kept a thumb on. Vader did not really care about the Empire, he only shared common interests with the Empire in hunting down the remnants of the Jedi.

After 35+ years I"m still miffed (Moffed?) why Kenner never had an action figure of Grand Moff Tarkin back in the day. Being he was such a major charterer in ANH.   Marketing geniuses they were and all....

Yes, I have the Hasbro one from the late 90s/early 2000s in my collection :)   He stands proud next to Vader in my man-cave.   Haters are gonna hate....
