I had a problem with my neighbor earlier this year. I am pretty sure that he damaged the tire of my Cadillac. So here's what I did. I knew a guy who was a member of a serious one percent motorcycle club. I told the guy that I was having a problem with my neighbor and I asked him if he and his brothers would like to come to my house for some steak and beer. I asked the biker to just stare at my neighbor in a hostile way. So a dozen tough bikers wearing their colors showed up at my house. They made a point of revving their Harleys as they parked their bikes in front of my house. My neighbor was outside on his porch when the bikers showed up and I made a big show of greeting each man as he got off his bike. I had lots of steak and lots of beer and a good time was had by all. My neighbor has not bothered me since then. we could make this happen. No, these guys are serious. I won't mention the name of the club. But everyone here would know them. |

Their dogs could very well be barking all day long when the owners are gone. Seen and heard that more than a few times. Put a camera inside the house first and see what's going on.

Tell him to call in a favor to a little girl. Preferably dressed as a girl scout with her parents. Have them go around the neighborhood selling cookies or some shit. Maybe even just make up some stupid petition thing that an old person can't resist.

It feels like the walls are moving like speaker cones. In the summer their son, daughter, and a friend live here while on break from school. Some neighbors come out and enjoy it. That said, the ordinance in your BIL's area is rather strict and open to some interpretation. Being young, I don't think he realizes just how much noise he's making and probably hasn't trained the dog. Now, the person who wrote the note might be a dick, we don't know. But the onus is on your BIL to follow regs, particularly since a cop showed at his door. Find out what the noise ordnance is. If it defines the hours loud noises can be tolerated out doors, put a boombox on a timer. Everyday, "Kill 'em All" on repeat.

I like the idea of correcting the mistakes in the note and leaving it on the busybody's windshield the next day. Use a big red pen to highlight the mistakes, then put a big red 'F' on it.

I've been in this exact situation before with notes and everything...
This is an issue of harassment. Our local noise ordinance has specific writing to prevent this exact thing from happening. The cops will only come on the first noise complaint. For them to come again, the neighbors need to band together and fill out a multi page formal complaint to the city. Definitely keep that letter, along with the others that are sure to follow. Remember he needs to keep calm, and tell the cops who arrive that he is being harassed, and if possible he should get letters from the neighbors stating that there is a long history of harassment from an anonymous(or not) neighbor. As well make sure it is stated that these complaints are being made during non-quiet hours which seems from your PDF 9pm to 9am week nights and midnight-9am on weekends Next step, go directly to the police chief(or equivalent) and explain the situation(bring the letter) and ask for advice on how to stop both the harassment and the wasting of his officers time and city resources. If that doesn't yield any results, then start showing up to the city council meetings requesting a change to the city's noise ordinance that will eliminate personal harassment from the system. She has the confidence that her behavior is ok... Provided your BIL wants to be a good neighbor (to normal people) and can remain calm, he can get the system to work for him, especially when the other party is wasting city resources on personal issues. Must early 20's guys are afraid to play the game, but if he doesn't, this will get much worse fast! |

Could make a call to the Department of Health and Human Services in their town and let them know there is an elderly person (if that was who it was) who is living alone, that might not be able to take care of themselves, and could possibly be in crisis.
