I've never worked with one of those drums but I imagine it'll have lots of nooks and crannies.

Ever set up an electrolysis tank?  A bit of time in one of them followed by a good coat of wd40 would do it.

Do they have rust on the inside as well, or just the outside? I have one or two with some rust spots that I just hit with some CLP and a brush. I'm not too concerned about the Finnish on them though.
