"Greatest singing voices" is totally dependent on genre. That said, my picks, in no particular order:

Freddie Mercury

Roger Daltrey

Etta James

B.B. King

Ray Charles

Grace Slick

Ann Wilson

Bruce Dickinson

Ronnie James Dio

Opera lovers would disagree with Mr. Davis.

Many would nominate Florence Foster Jenkins....

You decide.

Indeed.   He probably wishes that Springsteen and Dylan had sung a duet.

Musicians across all instruments study him as his phrasing is considered to be second to none (Miles Davis, too).

Sinatra's range was only so so.  He had power, but power isn't everything.

A very good voice, but not one of the greatest voices ever.

It's hard to pick a rock voice

Opera singers are on a different planet

I put up a couple of Sinatras contemporaries
But shit, Tony Bennet, Andy Williams and Perry Como are great

Paul Rogers and Morrison have great voices to me

Pretty subjective actually

According to Clive Davis on the Imus show this morning;

Aretha Franklin, followed by Frank Sinatra, then Barbara Streisand, then Whitney Houston.

I disagree with this but he's made tons of money knowing his business.

Audio recording has existed a tiny fraction of the history of our species.

I doubt seriously the "greatest singing voice ever" has been in the last 157 years.

Luciano Pavarotti

I know it isn't the most popular music, but the talent is way off the charts. Here's what he is most known for, his rendition of Nessun Dorma:
